For maximum outcome of our customers we are following 3 phase approach: Scanning, Assessment, Execution.
As a part of the first phase we do a monitoring and interpreting tasks. We check the laws and provide a high-level summary of the country landscape. Next phase, detailed investigation of the customer's solution. We find the gaps in the software and workflows before an auditor does. Final phase includes preparation of the detailed design documents and summary that allow executive stakeholders to make fast decision about investments.
How We Deliver This: Real-world example
Challenge
A new fiscal requirement in Portugal introduced mandatory ATCUD (Unique Document Code) and QR Codes on invoices and other fiscally relevant documents. For a large retailer operating multiple stores and several document types, the challenge was broader than simply printing a QR code on a receipt. The organization needed to ensure that all fiscal documents were generated using the correct ATCUD structure, document series were properly registered with the Portuguese Tax Authority, and every system produced compliant output.
Scanning
We monitored and interpreted the new Portuguese fiscal legislation and provided a high-level summary of the country landscape.
Assessment
Then, we performed a detailed legal and technical impact assessment. We reviewed the Portuguese fiscal requirements and identified several key obligations:
- Each document series had to be communicated to the Tax Authority in advance to obtain a validation code.
- ATCUD had to be generated using the series validation code combined with the document sequence number.
- A QR Code containing fiscal information had to be printed on fiscal documents.
- Changes would impact POS systems, back-office applications, fiscal middleware, document templates, reporting processes, and testing procedures.
We then investigated the customer’s solution and workflows to find gaps before an auditor does.
Execution
Finally, we designed a compliance framework covering the entire document lifecycle. The solution included:
- Series Management: A centralized process was established for registering document series with the Portuguese Tax Authority and maintaining the associated validation codes used for ATCUD generation.
- ATCUD Generation: A standardized ATCUD generation service was defined to ensure all applications used the same logic and formatting rules regardless of document type. This eliminated inconsistencies between different sales channels and systems.
- QR Code Integration: QR Code generation was integrated into the receipt and invoice printing process. The solution ensured that all mandatory fiscal data was encoded according to Portuguese technical specifications and printed in the required format.
- Compliance Validation: A complete testing strategy was established covering fiscal document numbering, series registration, ATCUD composition, QR content validation, receipt layouts, and regression testing across all sales channels.
Our role included interpreting Portuguese fiscal legislation and technical specifications, translating legal requirements into software and business requirements, performing impact assessment across POS, ERP, and integration platforms, defining the target architecture and compliance approach, coordinating tax experts, business stakeholders, software vendors, and development teams, and supporting testing and compliance validation before go-live. Outputs included the impact assessment, target architecture, design documents, compliance test strategy, and decision-ready summary for executive stakeholders.
Result
The project delivered full compliance with Portuguese ATCUD and QR Code requirements while minimizing operational disruption. The retailer was able to continue issuing fiscal documents without interruption, maintain regulatory compliance, and establish a scalable framework for future fiscal changes. We led the design and implementation of a multi-system compliance solution for Portugal's ATCUD and QR Code requirements, translating complex fiscal legislation into a practical and scalable architecture used across retail operations.
